چکیده

Welfare, Labor Supply and Heterogeneous Preferences: Evidence for Europe and the US Following the report of the Stiglitz Commission, measuring and comparing well-being across countries has gained renewed interest. Yet, analyses that go beyond income and incorporate non-market dimensions of welfare most often rely on the assumption of identical preferences to avoid the difficulties related to interpersonal comparisons. In this paper, we suggest an international comparison based on individual welfare rankings that fully retain preference heterogeneity. Focusing on the consumption-leisure trade-off, we estimate discrete choice labor supply models using harmonized microdata for 11 European countries and the US. We retrieve preference heterogeneity within and across countries and analyze several welfare criteria which take into account that differences in income are partly due to differences in tastes. The resulting welfare rankings clearly depend on the normative treatment of preference heterogeneity with alternative metrics. We show that these differences can indeed be explained by estimated preference heterogeneity across countries – rather than demographic composition. JEL Classification: C35, D63, H24, H31, J22

Tax-Benefit Systems in Europe and the US: Between Equity and Efficiency

Tax-Benefit Systems in Europe and the US: Between Equity and Efficiency Whether observed differences in redistributive policies across countries are the result of differences in social preferences or efficiency constraints is an important question that paves the debate about the optimality of welfare regimes. To shed new light on this question, we estimate labor supply elasticities on microdata...

Steady-State Labor Supply Elasticities: A Survey

Steady-State Labor Supply Elasticities: A Survey Previous reviews of static labor supply estimations concentrate mainly on the evidence from the 1980s and 1990s, Anglo-Saxon countries and early generations of labor supply modeling. This paper provides a fresh characterization of steady-state labor supply elasticities for Western Europe and the US. We also investigate the relative contribution o...

Heterogeneous Labor Supply Response to a Classic Transfer Program

The standard static model of the e¤ect of welfare program participation on labor supply is estimated allowing the e¤ect of participation to be heterogeneous in the population and allowing the program participation decision to be endogenous and to exhibit incomplete takeup. A reduced form model is estimated with nonparametric methods to determine the distribution of the marginal treatment e¤ect ...

Revisiting the Work Incentives of Welfare Programs

The standard static model of the e¤ect of welfare programs on labor supply is newly estimated with maximum response heterogeneity. Both reduced form and structural models are estimated allowing response heterogeneity whose shape is estimated nonparametrically. Estimated marginal treatment e¤ects representing the e¤ect of program participation on labor supply for the historical AFDC program are ...

Behavioral Responses and Welfare Reform: Evidence from a Randomized Experiment

July 2017 IZA DP No. 10905 Behavioral Responses and Welfare Reform: Evidence from a Randomized Experiment* Recent studies have used a distributional analysis of welfare reform experiments suggesting that some individuals reduce hours in order to opt into welfare, an example of behavioralinduced participation. Using data on Connecticut’s Jobs First experiment, we find no evidence of behavioral-i...
